GeoTargeted Budget


The “Geotargeted Budget” module allows automatic mapping of both planned and actual indicators of expenditures of development budget of administrative territorial unit. It is done by downloading the layers of cover lists or as they are called, the list of facilities to their cover lists on each of the departments or departments of the executive committee of the local authorities.

The module creates an opportunity for visual control by citizens: conducting works to repair buildings and infrastructure, capital construction, planting and purchase of equipment for socially important facilities (hospitals, schools, kindergartens). For citizens who live nearby have a direct interest in receiving quality services from executors of works and contractors.

Whereas, in Ukraine there is no single model structure of cover lists, then conducting the analysis of existing counterparts, we have developed a pattern that greatly expands the potential of this tool as a mechanism of public control and e-governance.

Visualization of planned indicators enables citizens to form an opinion on the fairness of resource allocation on territorial basis and distribution of facilities by area, thus the opportunity is realized to preliminary control up to the point the money was spent.

Mapping of Reports on the implementation of title lists on the appropriate structure ensures high-quality follow-up, including:

1) Reference to the contractor’s EDRPOU for each of the objects allows moving in one mouse click, from the selected object to the map portal E-data. In the event of poor quality of contractor works, it will track all transactions and payment details that goes to the natural person or legal entity and conduct operational monitoring and other objects. Unified state register of natural persons and legal entities-entrepreneurs and community groups gives free access to information about owners and ultimate beneficiaries of limited liability companies and SMIDA portal displays information about joint stock companies’ beneficiaries, thus encouraging personal liability for execution of work at the expense of taxpayers.

2) Reference to “Address1 in the template field results in placing segments to the map, which is extremely important when creating repair roads visualization. Addresses can refer to both exact location (e.g. 49.23363, 28.46146) and name (for example, noted in the “Address - 4, Khreschatyk and in the Address1- 50, Khreshchatyk, the program would pave the section of the road map).

3) Reference to the works Customer’s EDRPOU (executor of the budget funds) allows in few clicks to analyze procurement procedures used to order the relevant work.

4) Reference to the date the work is completed results in tracking the timely fulfillment of contractual obligations of the contractor and prevent conspiracy \ non-application of penalties in case of delay in completion of work (By sending request to the Customer, a citizen, using the Law On Access to Public Information, may, within 5 days get information whether sanctions were applied or not to such contractor).

5) Reference to the guarantee period for repairs or object of capital construction results in quick monitoring of cases where the contractor has to carry out repair at its own expense. Attracting thousands of citizens to public control will both reduce the burden on the authorities staff in charge of such monitoring and help saving the budget.

Setting up access between the title lists database and local government portal Open Budget through API would reduce to zero mechanical work on loading data.

As a result, the Budget on the map module removes a number of corruption risks, such as:

• Signing of fictitious acts of acceptance and transfer of works;

• Acceptance of poor quality work;

• Contractor’s avoidance of warranty repair facilities;

Nepotism between the customer and the work’s contractor;

• Territorial imbalance of resource allocation within administrative-territorial unit;

The module allows embedding in few clicks an interactive map in the website of the City Council, community group or even Livejournal
