Key Performance Indicators


The “Key Performance Indicators” (KPI) module - is intended to create a “City Performance Dashboard that would give in a concise manner, a comprehensive description of dynamics of region performance for an average citizen. The module allows creating interactive diagrams with explanations, when clicking on a hyperlink in the text of description downloading the longread document takes place, which describes the status of a certain indicator of the chosen year. The module allows visualizing many parameters (but we recommend to limit to 18 most important ones - 6 for each group of indicators in the canvas of sustainable development: economic, social & environmental).


As well, it is possible to choose duration of the timeline - three, five and ten years to see things from the different prospective. Creating this module, we proceeded from hypothesis that citizens do not pay much attention tracking the performance of local authorities as they are much more busy searching for livelihood. In the era of Twitter and Facebook, people stopped reading longread documents produced by the authorities (this phenomenon on Internet is called “too many letters”). This poses a challenge to authorities, how to carry complex message across to voters in a way they could digest” it and make a meaningful conclusion about the situation in the region is going in a positive or negative direction. 


This solution is available on mobile phone as well allows viewing KPIs, and being able in a single click to go to analytical long read of the detailed documents describing in detailthe situation, problems, causes and solutions. In the collective unconscious the local authorities image has negative connotation, as evidenced by fresh polls sociological group Ratingaccording to which more than half of urban residents believe that the situation in cities is going in the wrong direction. We assume that this happens, on the one hand, by the media forming a negative image (treason” is best “sold by media, people were cheated so many times that they are pessimistic and expect a treason”, that is why journalists focused on searching it), on the other hand, the lack of practice of clear declaration of objectives and regular indication of performance & monitoring of their achievement in the bodies of both central government and local authorities unfortunately has become common practice. 


This objective faces a number of limitations - the lack of clearly defined objectives and indicators that would meet SMART- parametersa weak system of data collection, deficit of procedures for information monitoring and analysis, lack of open data solutions etc. Most of planning and strategic documents can be described as a declaration of intent. Also the ability of authorities to implement IT solutions is very poorSome fragmented information is available at regional offices of statistics, but it is designed to meet the information needs of the State Statistics Service, not the needs of ordinary citizens, the state of collecting environmental statistics and its accessibility to citizens is still poor.


This module is a kind of a challenge to the heads of local authorities, because it provides a mechanism that would reflect the real situation and enable in a convenient way to get to analytical long read of the documents that describe the problems and causes of failure to achieve certain indicators. It can serve as an instrument of improving the quality of debate during the public discussion of problems of the city, increasing accountability and goodwill of the local authorities. All that is needed is political will to implement the solution.
